Securtiy question: setup new face id or touch id

Will this force to enter master password again even when 1Password is set to enter master password = never?

Or other way asked: if someone has access to device password and can setup a new finger or face will he be able to unlock 1 password ?

Yes. :) Changing biometrics will always force 1Password to require the Master Password.
