Syncing

Have a desk top mac. I got to preferences and there are no ways to sync with Icloud. tabs "sync , wilan, back up" are missing.

Tabs are there on my macbook pro? Have version 7 on all devices.
iPhone, Ipad and MacBook pro are synced to iCloud

any ideas? I reloaded the 7 app on the desktop. no joy.
