While I cannot guarantee how long it would be true for, yes: 1Password 7 for Windows and 1Password 6.9.1 for iOS can sync with each other via a 1Password membership. That said We'd always recommend keeping up to date with the latest versions of all of your software, but especially 1Password, your operating system, and your web browser. Future changes may make it such that the versions you're currently using will not work.
