Requiring master password after restart on iOS w/Face ID but not on iPad or w/touch ID

This is more of a question on why this was implemented this way: When I had an iPhone with touch ID and my phone rebooted, I could still unlock the main app with my fingerprint. Currently, when my iPad Pro reboots, I can still use Face ID to unlock immediately after the reboot. iOS with Face ID seems to be the only platform/OS that requires the master password after a reboot. Why does touch ID+iOS and Face ID + iPad let you unlock without the master password after reboot but not iPhone + Face ID?

    Please check what the setting you have under 1Password > Settings > Advanced > Security > Require Master Password is set to on each device. Touch ID and Face ID should behave the same in this regard...
