"1password - could not be downloaded at this time" - It was previously installed.

I was hoping you could help.
I've been using 1password for a while now - really happy with it. Yesterday I tried to access and it seems that I had to re-downloaded again on my iPhone (which happens sometimes with different apps). I press download and the process begins, but at the end, I receive the message that the app cannot be downloaded.
I read something about the app not being compatible with iOS 12 and above but I haven't updated my phone and I still have iOS 11.
I would like to access and recover all my passwords. Can you please advise ASAP.

It is actually the other way around. Modern versions of 1Password require at least iOS 12.2 (we recommend the latest version of iOS 13).
1Password 7 requires iOS 12.2 or later.

You'd need to update in order to install the current version of 1Password.

By default, unless using a 1Password.com subscription membership, your data is only stored on your device. You would've had the option of syncing your data so that it existed elsewhere, or backing it up, but if you hadn't done that then I would assume it was only stored on the iPhone. When you remove the app from the phone, that also removes the data within. I hate to be the bearer of bad news, but if that happened, without having set up syncing or backing up, then the data would not be recoverable.
If you think you may have synced or created a backup you may be able to install an older version of 1Password on your phone using these instructions from Apple:

I would only recommend that as a temporary measure though. We can't recommend using an older version. As a security focused company we'd always recommend running the latest versions of all of your software, but especially your operating system, web browser(s), and 1Password. Once you've restored your data I'd have to recommend updating iOS as well as 1Password.
