Sync to new Windows 10 machine downloads work but not uploads?

Hello

I am successfully using 1P for families on iPad, iPhone and Macs and have just added a windows 10 machine.

All my vaults downloaded ok to the Win10 machine and updates made on other devices sync to the Win10 machine. However all changes made on the Win10 machine (updates to existing items or new items) are not syncing backup. They are shown in the offline changes list.

The Win10 machine is at my office and behind a corporate proxy - diagnostic report attached. I would have though if I can connect and sync the vaults down uploads would work?

Please can anyone offer any help.
