CKErrorDomain error 3 when I trying to sync my iPad with iCloud

hi, I'm getting the CKErrorDomain error 3 since today when I tried to sync my iPad with iCloud.
All checked: iPad latest iOS 13.1.3, 1password 7.4.2.
All checked as on your trouble page.
Both Macs and my iPhone sync within seconds - iPad refuses to...
Need help.

I'm sorry to hear about the trouble. This error message is coming from CloudKit, which is the service at Apple that 1Password uses to sync with iCloud. For CloudKit to work, you have to have iCloud Drive turned on. Do you have iCloud Drive enabled on your iOS device?

Yes, I had. But it turned out that over LTE sync does not work. So with WiFi switched on everything works fine.

Thanks for the update. Did you turn off mobile data for 1Password? In the Settings app please check under Cellular for 1Password. The green bubble should be showing for 1Password to have access to LTE data.
