How to Enable and Use Voice
https://blog.1password.com/ios-fall-2019-release/ talks about voice control and links to a demo on https://blog.1password.com/ios-voice-control-wwdc/ but neither of these show how to set it up. How may I set up and enable the voice controls? In the demo there is a red banner across the top indicating it is constantly listening for the voice. But in my experience I had to invoke Siri either with the "hey Siri" or with the wake/sleep button and ask her to open 1Password, which worked, but from then on Siri was no longer listening and I had to invoke her each time and Siri did not help control anything in 1Password and instead just did Internet searches.

Thanks for your interest in controlling 1Password using your voice. This is an accessibility feature separate from Siri. You can find the settings for it in the Settings app under Accessibility > Voice Control.
