iCloud sync: Trying to follow instructions but the help screens without success

Following links I am finding on support but they lead me to select screens I can't find on my Mac or on my iPhone app. I am sure I am doing something wrong. Just need some help to get me going in the right direction.

OS Version: OSx 10.15.1
Sync Type: trying to iCloud sync
