Cannot add an Account to my 1Password App for Mac (desktop).
I recently had to get a family member to recover my 1Password account as I'd forgotten my Master Password. Although this was resolved, I now cannot log in to my 1Password Mac app as it still lists the outdated Account Secret Key. To fix this, I'm assuming I need to remove this account from the app, and add the updated one. However, I don't have the option to click on the '+' or '-' keys.

That's correct, you need to reset the app and start over in this case. After following that procedure, you will be able to login to your 1Password app with your new credentials.
