I want to upgrade to families and I am on apple subscription

Hello,
I tried to sign up for a family account through iOS app store. I am unable to. I followed the KB, and cancelled the apple subscription, but I need it cancelled on the back end.

    I also opened an email under the same email address. The Ticket number is #ZHT-73985-447
