That was my understanding :P From the link in your first post:
From then on, you'll just need your iPhone or iPad nearby (plus your usual password) for two-factor authentication when you sign into Google on a desktop using Chrome.
So in the article you linked to, the iPhone is being used as a second factor device. In this sense, it is used as a U2F device. So if you asked if 1Password can do the same thing, then you were indeed asking for U2F.
However, the chosen acronyms for these technologies can be confusing, so I am not surprised when there are misunderstandings. For example, the fact that U2F is also known as FIDO U2F, which is however quite different from FIDO2 ¯\_(ツ)_/¯
