What do you mean by same padlock, do you mean the keyboard itself or the feature to unlock the app with a four-digit code?
If the last one, you can do this by turning on Quick Unlock Code in Settings > Security.
When you turn this on, it'll ask you for a quick unlock code after you finish unlocking the app with the master password for the first time of the day. Each time you go back to 1Password after, you can unlock with a quick unlock code.

No I speak of the padlock with only numbers. It appears for the iphone but not iPad

Unfortunately, Apple doesn't provide the numpad keyboard for iPad, so we'd have to do something special for this and we'll look into it.
