Family member has no Personal vault, only a Private one.
I have a family account. My wife is the only other member. I haven't paid very much attention to her installation, but today I noticed on her Mac that she shows a Private vault and a Shared one. I think she should have a Personal vault now, but none is there. I have checked my account on the web and see that she is indeed a family member. Does her persisting Private vault and the lack of a Personal mean that her data have not been migrated to your cloud? What should I do to bring her installation into proper configuration?

Personal and Private are analogous (synonymous?). We debated for a long time about which made the most sense. Which you'll have depends on when the account was created. "Primary" is the problematic one. As long as she doesn't have a Primary vault she should be all set. :)
