If you have not been syncing via Dropbox, follow this instruction that worked for me.
1. 1Pasword 3 supports Dropbox syncing. However, you need to create the initial file on Dropbox. So, use 1password 4 to create the initial file just by Dropbox syncing.
2. Now you can sync 1password 3 with Dropbox
3. Sync 1password 4 with Dropbox

Has this ever been fixed? I had exactly the same symptoms as the original poster. I don't use DropBox and don't want to have to create an account there just to do this. I have always used WiFi sync, which has worked great but doesn't seem to be supported in the new iOS version. Please tell me there's a way to get this migration to work on the iPad, or a way to export the data off of my Mac and onto the iPad (say, through iCloud, some other file transfer, I don't know.)

If you want to import from 1Password 3 on your iOS device just make sure Dropbox syncing is NOT turned on in 1Password 3. Or if you want to sync with 1Password for Mac, you can either use Dropbox or use the USB sync tool.

Please, I'm begging you, look at this issue. I haven't been this frustrated since I last used Windows.
When I migrated my copy of 1Password it was painful enough because the Import from Old Version only worked after some random number of attempts. No idea why it worked when it did. Not a clue. But now I've been doing the same for my wife's copy and it never worked.
I've been going through the suggestions on here and I think I'm finally going to succeed because of that Dropbox suggestion. But, my lights, it is so aggravating: 1Password 3 makes it look as if you can sync to Dropbox yet of course you can't. If you'd just say that in the app, I'd not have wasted an hour investigating what I thought was a problem with her Dropbox.
The funny thing is that I'm only doing this now because my wife has seen how useful 1Password for Mac is for me and has bought it. Right now I'm so pissed at the process that I dread setting up her Mac one.

I was having the problem described in this post. I don't have a mac nor a PC. My ipad is my computer.
I read all the suggestions (specially khad's) and this is what worked for me (ipad2):
(1) opened 1P v4 --
(2) set up master password (app database is blank) --
(3) home screen then launched 1P v3 --
(4) nothing happened --
(5) went to sync and made sure all sync options were turned off (some were enabled) --
(6) back to home screen --
(7) double-click home button and 'killed' running 1P v3 --
(8) back to home screen, re-launched 1P v3 --
(9) unlock master password and message poped up with upgrade to v4 option --
I hope this works for you guys.
