Workaround: move Firefox to root/admin owned /ApplicationsSymptom does not occur in Google Chrome with Chrome 1Password extension 4.7.5.90 .

I take that last part back. Google Chrome just has a different symptom. Yes, 1Password extension seems to load without problem but then it thinks 1Password desktop isn't installed. Same workout resolves Chrome's different symptom too.

This is correct. ~/Applications is unfortunately not sufficient due to the internal implementation of the Apple API we're using to verify code signatures. Since 1Password is a sandboxed application, it abides by how the API's function under the sandbox, and in this particular case the code signing API only works if the application its checking the signature of is in /Applications, we've filed a radar with Apple to hopefully one day be able to use that API on things in ~/Applications but currently that radar is still open.
