Make sure that they know how to access your Emergency Kit: this document includes the information to access your account in case of an emergency, whatever that might be. It's important that this document is stored in a safe place, and that your heir knows how to access it if necessary.

Thank you. If they have my Emergency Kit and have a PC can they still access my 1Password account or does it need to be accessed from a Mac device?

Not necessarily: they can login on the 1Password.com website too.

No, because they would be accessing your account, so they don't need a separate subscription for that.
