Touch ID checkbox under Prefs, Security grayed out
Touch ID option is no longer presented for desktop app login. When I checked Preferences, Security, the Touch ID checkbox at the top is un-checked and grayed out.

Try a restart of your Mac first. It has helped more than a few individuals.
Head over to System Preferences > Touch ID: Uncheck/disable the box for Unlocking your Mac and then enable it. Then check 1Password > Preferences > Security.
Edit:
Another thought is perhaps you are looking at the preferences while 1Password is locked. Please make sure it is unlocked. Once unlocked, you will be able to select the Touch ID option.
