Invited User Not able to complete Enrollment

User has received invite email, user enters name, user enters password, user is asked to enter password to complete sign up, user receives error - were sorry access is not allowed because you are not enrolled Please contact your organizations IT helpdesk for assistance. Please let me know how to proceed.
