How do I create new account after deleting previ

Good morning,

Unfortunately, I could not locate my secret key or figure out the other viable options to recover. So, I deleted my account. I would like to create a new account. How would I create a new account and not be charged because - we just re-subscribed in July so I don't want to be charged again. Thank you!
