Can't create a new vault an an offline account

I don't maintain an online 1Password account, all our data is local to our family computers.

Each computer has one private Primary and one shared vault. Been working fine that way for a long time.

When I try to create an additional private vault on one of our computers, it asks for the name, passwords, and hint, then says:

 The operation could not be completed. No other information is available about the problem.

Nothing obvious in system.log, the default log is way too chatty to inspect.

I figured out the problem when I subsequently discovered that I also couldn't edit an entry. It was caused by a restore from a backup, and is explained in "If you see '1Password can't write to your data folder.'"
