Restore in-app purchase.
I recently subscribed to 1pass through in-app purchase on my Mac, but when I go to add a new login in the Mac app I can not add one, and it prompts me to subscribe to 1pass, which I already did. I ensured that I am signed in with the same Apple ID that I started the subscription with, and even have the subscription confirmation email from iTunes. Is there away to have the Mac app check for an existing subscription?

If you go to 1Password Preferences > Accounts tab > Select your account, do you see a button named Apply Purchase to Account there?

I do not. All I see is the prompt to sign into my account, either by scanning a setup qr code or entering account details manually.

It sounds as if the Mac app is not signed into your account. You would need to sign into the Mac using the credentials for your 1Password.com account using your Emergency Kit. https://support.1password.com/emergency-kit/
