What is your definition of a user when it comes to families?

Does a machine count or is it really each person?
Can I have a MacBook, iPad, iPhone for one person and another with Windows, Android tablet, Google Phone, and 3 kids with tablets?

A person is the determining factor, not the devices. Each user can have as many devices as they can muster. Yes, you count as one user, and they count as 3 for a total of 4 family members; with all of the devices you have, you're still only one person.
