Safari extension enabled, 1password button not showing on customize toolbar dialogue after restarts?

Trying to add 1password button to my Safari toolbar in 1Password 7.7 (70700016).

In Safari's "View >> Customize Toolbar..." dialogue the 1password button does NOT appear even after hard restarts to the 1password desktop app and Mac OS 11.2.1 Big Sur.

Any thoughts?

    Is the 1Password extension enabled in Safari itself, under Safari Preferences > Extensions tab? It should look similar to this:
