What are those numbers in Release Note?

Most bullet items has their own identifiers for each. (Like {#5191})
It seems each identifier represents a feedback from users, and those without identifiers seem to be related to internal issues.

Is there any way to inspect what are those numbers really pointing (e.g. a discussion from the community) ?

    They are bug numbers in our tracking system, and they are not viewable outside of the company. Occasionally, when reporting a bug you may be given a number to reference against the release notes.
