Driver's license expiration date should store a proper date

The driver's license expiration date only keeps the year and month but discards the day of the month. This feels very counterintuitive, many countries and US states have an exact date of the month on their license, and sometimes when entering the license information people ask for the expiration date. Is there a benefit of not storing the full date that I'm missing here? Can it just store the full date and people who want it to store the month only can just put the 1st?
