Allow(toggle) creation of vaults gives small windows bugs

Hi there! I noticed that when I was trying to turn on/off Allow creation of vaults outside of 1pass I faced with recurring empty windows jumping on the screen - Its impossible to close them (I know this is probably confirmation window but still - cannot do anything with them) :| (screen attached)
