Does family plan require individual plan?

I had been using an individual plan for a while and upgraded (?) to a Family Plan. The only plan to show up in my subscriptions area of App Store was the individual plan to manage but wasn't too concerned about it.

This month I was charged for my individual plan ($35.99), and then my Family Plan ($59.85). Is this how their subscription model works? Do I have to have the individual plan to keep the Family plan?
