Secure Enclave is used to securely store biometric data used by Face ID and Touch ID, but not required for unlock with Apple watch.
We require the Secure Enclave for this feature for 1Password due to the heightened sensitivity of 1Password data. We will not be offer unlock via Apple Watch without it I'm afraid. Additional details on this can be found in these guides:

Without the Secure Enclave, we have no adequate way of protecting the secret used to unlock 1Password.
