Cannot recover the account: the message is "Invalid Login Information"

One of my family lost the master password, and I tried the recovery process following the procedure on 1password.com website. I confirmed the newly created secret key and master password work correctly with confirming that I could login to 1password.com website with them. I also could update the account setting on iPhone using QR code, but cannot do the same thing on the iPad. The error message is "Invalid Login Information". How can I re-activate the account on iPad?
