8.x.x (Early Release) on macOS: Opening An Item From 'Quick Access' While In Full Screen...

When I use Quick Access to "Open Item In New Window" while in full screen, I'm "forced" back to the desktop screen to view it. It used to stay on top of the full screen app while showing the item in a pop up window. In other words, when I'm browsing the web in Safari, I can't open an item without having to go to the desktop screen.
