1Password for Business: two-factor authentication popup blocks emergency kit

I am the administrator for my 1Password Business account.

When I open 1Password on the Mac or the phone, I get a popup that says, "Your administrator requires two-factor authentication for everyone on your team. To continue using your account, enable two-factor authentication."

But when I got to enable two-factor authentication for myself and my team, I get prompted for my Secret Key.

My Secret Key is saved in 1Password on the Mac and the iPhone.

I do not have another copy of my emergency kit.

I do not have a second administrator.

I am stuck in an endless loop. I have all of my devices, my username, and my password, and my phone number for two-factor authentication, but not my secret key -- not because I am not logged in, but because it is blocked by an alert.

I've already contacted 1Password support. Last I heard a technician was going to look into something. It's been days.

Any ideas?
