1Password 8 will not start on Windows 10/Chrome

Clicking the 1Password icon in the Chrome Toolbar just shows a loading spinner. Trying to start the 1Password application from the start menu shows nothing. No error message, the program just doesn't start.

This has happened before, and I was able to "fix" it by reinstalling the Windows application. However, it is happening again, and I'm looking for a permanent fix this time.

OS Version: Windows 10.0.19044 (Education)
