Login 1Password 8 window can't be brought as the top window

When locked, 1Password 8 can't been activated as the top window with shortcut in some cases. For example, when using VS code, the cmd + \ shortcut creates a login window at the backend, but cannot bring the window as the top, which is quite inconvenient.
