Open and Fill sometimes chooses the previously-opened item instead of the selected one

After closing Safari and 1Password 8 app (Mac OS Monterrey 12.4) and re-opening 1Password with my chosen shortcut keys ⌘., I find the item I need, press the shortcut to Open and Fill, ⌘ ⇧F, but it opens the item I had previously just used, not the one selected in the 1Password app.
To reproduce this:
1. Open and fill and item (e.g. Amazon)
2. Close Safari & 1Password app.
3. Start 1Password App
4. Choose another item (e.g. ESPN+)
1Password will open and fill "Amazon".
Also, in 1Password 7, just pressing "Enter" on an item would "Open and Fill". Now, I have a three-finger shortcut.
