Hitting Return doesn't seem to fill anymore

OK... first, my apologies if this has been covered.
I'm seeing this is multiple browsers on multiple computers so I know its not something weird on one laptop.
1. I go to a website and type CMD-SHIFT-X to trigger the 1P extension
2. I enter the password to unlock, and then even though the Login item is listed and selected, hitting Return doesn't fill it.

If 1P is already unlocked, Return seems to work. But if I'm going in from a locked state, the series of keys is normally CMD-SHIT-X, then the PW, then Return to unlock 1P, then Return again to autofill the already-selected login item in the just-unlocked 1P. But that second Return hit does nothing.

Thoughts?
