Cannot set default collection - on every unlock, defaults to only one account

in Desktop betas (Mac, Windows, and Linux)

I have multiple accounts, and multiple vaults per account. Thus, I'm using the 1P8 feature of collections. It's ok. However, there does not seem to be a way to set the default collection.

Worse, until the latest beta version, I was accepting of the feature where the last-selected collection would be the collection that was open on next unlock. HOWEVER, it appears that this issue has resurfaced (regressed) and now every time I unlock 1P, I get only one of my two accounts selected, causing me much mental anguish until I remember that I have to pick the collection again.

Bug? Regression? Inquiring minds want to know.
