Stop 1P username popup on web form

We have a web form for 2FA that's looking for a code to be entered, but 1P insists on popping up the username dropdown for logging in to the site. The form element follows all the rules from https://developer.1password.com/docs/web/compatible-website-design so what else could be triggering it? And how do we stop it?
