Do I understand how 1Password works?

Hello,
Is the operation of 1Password as I explain it below correct?
1. The Windows version of 1Password launches.
2. I enter my master password.
3. 1Password decrypts the data that are in 1password.sqlite and displays them.
4. Synchronization is done with the 1Password server and any changes are displayed.
5. If I make changes, they are saved in an encrypted file 1Password.sqlite on my device and on the server (synchronization)
