Can the user change the rules for the format of a password?
There are times I would like to change the format of the password, either to make it easier for me to remember or because the website may require a certain length, certain characters, etc. I thought I once saw how to do this but I can't find it now. (Maybe that was another password manager in a browser or something!)

That's where I saw it! Thanks very much. I was looking in "Preferences".
Although it may decrease security a bit (because of a 'pattern') it is a lot easier to remember or manually copy a password if it can be written in triples or quads (e.g. 3T6-Q5ht-ty9). I know we should always be able to copy/paste/automatically insert the password, but it doesn't always work that way! Maybe this can be put on a wish list of new features to go on that dialog for password criteria.

If there's a chance you'll need to either remember a generated password or easily enter it into another device, try the Memorable Password recipe. Despite appearances, using 4 or 5 words, even with the same separator, like spaces or hyphens, is actually very secure because there are so many more available words to choose from than characters.
The coloured bar in the password generator, highlighted here, shows the strength of the password being generated.
Have a play about with how many words are included, and the separators, to see if that will help with what you need.
It's a lot easier to enter or memorize a password (or pass_phrase_ perhaps) like

, for example.You can click the ↻ reload button to generate a new password with the same recipe. If you're looking for something memorable, keep doing this until you end up with something that you could maybe remember as a sentence. You'll know the right one when you see it. :)
