keyboard shortcut command-/ with Safari window open, 1password window shows up behind Safari

When a Safari window is open and I click on the menu icon, the 1Password window shows up behind the Safari window, not on top. Clicking the icon again does not close the 1Password window behind the Safari window. The only way I can get the 1Password window to disappear is to click on the window to bring it to the front and then click the icon or the red close button on the 1Password window. This only happens with Safari. All other apps bring the 1Password window to the front when clicking the menu icon and close with the menu icon.
