rich icon encryption

according to 1password, rich icon is not encrypted * . Why cant 1password, just put the rich icon file into the vault?

Icons you add to your items in 1Password are encrypted with the rest of your data. However, the rich icons that are automatically downloaded are not encrypted.

    says "icons...are encrypted" as part of question...what is a rich icon versus an icon ?
