Unable to attach files to secure notes, passport, driver's license, etc. Windows with Chrome browser

The import from LastPass went perfectly, but as expected, photos and documents attached to secure notes don't transfer. I'm attempting to upload these into the 1Password secure notes and other items but am unable to do it. The 1P instructions are crystal clear: click edit on the receiving item, then the + button to attach the file. My problem is that the + button disappears as soon as I click edit. A delete button and an archive button appear in the spot where the + button was. Without a + button there seems to be no way to attach a file to an item. What am I doing wrong? This seems like a very basic function that 1P should have.

I'm using Chrome but have the same problem with Edge. Also, I can't find the 1P version anywhere. I'm sure it's v8 since I just switched from LP yesterday, but where would I find it? I feel like something is missing...

    Hello,
    Have you installed the application?
    If you haven't, do it.
The installation file is available here: https://1password.com/fr/downloads/windows/

Thank you Ekalb, that solves one mystery, though I still don't understand how I could have a signed up, imported passwords, and used the browser version of 1P without ever downloading the program. It seems like that download would have happened during the sign up process.
Regardless, having 1P v8 installed has not solved my problem of being unable to attach files to items. For example, I have a passport item with all my passport information entered as text. I'd like to attach an image of the passport. Now, with 1P v8 installed, when I go to edit the + button remains in view but is grayed out and non-functional. Thoughts?
