Do business users need to enter credit card details when licenses have already been purchased?

I'm looking at implementing 1Password for a large tertiary instutute where would would purchase a license for each student. My understanding is that students will still be required to enter credit card details during signup and this is a deal-breaker for us. Is there any way around this?
