1password login error "could not validate the device requesting the migration."

A few of my users are receiving an error when they try to login to 1password web. We have 'Unlock 1Password with SSO' configured using Okta.

The error is: "Could not validate the device requesting the migration. Contact your administrator for assistance."

I'm not sure what the issue is -- they have the correct Okta app assigned and their account in 1password doesn't show anything out of the ordinary.
