Billing address fields missing

I'm on a Mac and have tried this from Safari and Edge. My account is frozen and when I try to add a payment, I'm getting "Zip code is not correct" message, but all I can see is the Country. If I go to the Edit Billing Address page, again, all I see is the country dropdown. How do I get to my billing address?

Try changing the country to another and back again.
