Future of Emergency Kit (ala PassKey)

Based on the above blog, a PassKey will allow us to "Create a 1Password account without a password or a Secret Key."

Given the fact that someone could lose all their devices (e.g. a fire), what will be the recovery process. Will we be storing a new type of Emergency Kit, or will there be some entirely new procedure?
