Two-Factor Authentication for 1pasword online

- Today I activated Two-Factor Authentication for accessing 1Password. To my surprise the result was that I needed a authenticator app to access the 1Password application, but only need the regular password to acces the online version of 1Password. Without the use of an authenticator! Is that the way it should work?
- What I really would like is it to work exactly the other way around: when i want the use the online version of 1P it should require the authenticator app and the app should work without. The idea is that the risk of somebody is trying to acces the online version of 1P without my knowledge is much bigger that somebody is trying the tool on my devices.
