Have to click the 1P Safari extension button to use Touch ID

I'm on a credit card website. I click the 1P button in the username. The sheet drops down from the extension icon asking for my password. I either have to type in my password every time, or I click the 1P extension icon for the application to pop up the Touch ID window. Why? Shouldn't the software know immediately that Touch ID is available? Until fairly recently I used to have 1Password set to launch at start up. I stopped doing that. Is this why this is happening? If so I'll go back to launch at start up. I stopped doing that because in earlier OS builds it wasn't working properly; it wasn't opening.
