Mirror Built-In Administrator Permissions with SSO Admin Group?

Enable business users with automated provisioning (Azure in our case) to mirror the built-in administrator groups permissions with custom administrator groups
Problem
Assigning users as administrators through SCIM bridge and all relevant permissions within 1Password does not enable the group to create integrations, causing double management of groups on
Testing
Assigned users to our admin group via the identity source while not in the admin group did not give them the full suite of integration options. We are aiming to create an API token for ingestion for our SIEM. After adding to the built-in admin group, the ability to create tokens was there. After removing, it was no longer available.
Possible Cause
We are not using it properly and are missing a section of permissions that would enable this.
